I don't know for sure, but I think that it is pumping water into the boat for washing with. Every so often a big bucket of brown water was tossed over the side.

Is that hose hanging over the edge bringing in harbor water to clean with or is it the other way around, it’s pumping skanky water from the boat into the harbor.
