I figured this image breaks a couple of "photography rules".
First, the image is out of focus. I took some shots of the subject in focus and the out of focus ones look much better.
Second, I moved the camera while taking the picture.
Third, relied on post processing to bring out the image. These types of images are pretty random and you can't be sure what you are going to get until you bring them up on the computer. Image needed to be cropped and brightness/exposure corrected in places to remove hotspots.
As for what the image is of, it's Christmas lights. I defocused the camera a little to get the bokeh circles and then moved the camera during the exposure.
