Typhoon "KETSANA" (locally known as "ONDOY")

September 26, 2009 (Saturday): When 80% of Metro Manila was caught unaware and went under water
- reaching a high of 10-20 feet in an instant - from flash floods.

Suggestion: In order to avoid inconsistently-timed action and warnings (if any were even in place!) from the frontline personnel of the local government level, why not instead go back to our past and use the tried, tested and effective ways of warning against impending disaster?

For example, in national emergencies the use of a siren like in WW II will immediately condition the majority of the local populace that they
have, say, only one hour to evacuate to higher grounds and save their necessary belongings before the dams start releasing excess water.

Many people aside from family whom I got to befriend from location shoots were either displaced, missing, or
presumed dead based from the path of flash floods that came without warning ... especially in places that
normally never experienced and therefore expected such a major catastrophe to even happen!
