Moctobi backed 10 miles off the reef and waited. Then, a black powder bomb detonated 2,000 feet above the reef, dropped from a high flying B-52 bomber.
Turns out that big orange raft was being used to test/improve/tweak the bombing radar used on the B-52's. Mystery revealed.
