This festival looks like Holi but it is not, It looks like a Devotee called Jyotiba close to Kolhapur(200+ kms from Pune)
Every year shepards celebrate fare where they play drums & throw colours on each other.

As someone else has mentioned, these pictures seem to be taken from the festival of colors : Holi.

This looks more like the Indian festival of colors called "Holi"
