When we were there in March 2003, the weather was fine although a little chilly. At the Piazza San Marco there were what appeared to be stacked pallets in a fenced off area near the Ducal Palace (Palazzo Ducali). I found out later that these were used to elevate pedestrians from the periodic high tide floods that Venetians experience.
