Often a great vantagepoint can make an image. It does so here. Also the positioning of the tallest buildings leads the viewer's eye back through the frame. The exposure is excellent; there are no blown highlights and the rich blacks help the colors pop. The fog over the foreground buildings gives them a soft glow. All in all, a powerful, evocative image!
