major resort town in the south of albania. in the wake of albania communism and then the anarchy and civil war of the late 90's, the resurgent tourist industry, unfettered by governemnt regulations, is sprouting up new hotels and roads at a pace best described as unstable, unsustainable, and unbelievable.
