Most likely a juvenile Red-Tailed Hawk (originally thought it was a Cooper's Hawk) caught in the late-afternoon sun ... thanks to comments below which made me do a bit more research.

As a bird photographer at first I just didn't get this image, but the more I look the more I like. It is a great portrait of intimate natural history. Pretty sure its not a Coppers Hawk though,
