This appears to be the original Laguna (Swastika) Dam which was built in 1909. There is no water flowing through it and the accompanying photo of the remaining bridge with swastikas is found running parallel to the other Laguna Dam over on S-24 in California.
The dam was sealed off in 1948 and all water began flowing through the All-American Canal.
