The good people of diptera.info identified this little fly for me, it's Leucopis sp. of the Chamaemyiidae. The larvae apparently feed on aphids, which is probably why this female is interested in the aphids inside the catnip. More information: http://www.aphidweb.com/aphidbioagents/Leucopis_spp..htm
