I love nighttime photography of urban architecture and this is superb. I agree with Phil: the silhouetting of the people and the creation of blur anonymises them to the point of becoming phantoms while the top half of the image with its saturation and lines keeps drawing the eye back up. This is a bridge by a famous Portugese architect, isn't it? His name escapes me..

By deliberately underexposing the people in this picture, you imply their presence but do not describe them. We can feel the pace but not see it. Instead we see the counterpoint -- the rich purple sky in a very urban context.
