I mentioned this in passing in an earlier shot. The footpath appears to have been extended into what was once the road to allow this covered area to serve as outdoor dining for some of the cafes along the street. It's not an original idea, and is not a historic idea, but it is certainly in my view a bloody good idea for this area. Assuming that there is adequate parking (we parked on Bong Bong Street itself and had no problems getting a space, but then, we were there quite early) this sheltered area which allows people to come and grab a coffee and some food will also entice them to stay and buy from some of the other businesses in the area. Bowral is not huge and can be walked pretty easily within half an hour there and back including some stoppage time, so you don't need to have this sort of thing all the way along the main street. You just need a couple of hubs where people can relax and refresh, and it will do wonders for the other businesses all along the main street.
