This black granite work is by Keizo Ushio of Japan. "The small holes observe many places in the world like eyes do". That's one way of interpreting it. The other way is that the large holes are eyes and the lower one are a goofy, lopsided smile, with the upper ones being a goofy, lopsided hairstyle. In other words, a doofus face, but a happy doofus face.
