Subadult male
I identified this as Andean Siskin but it is actually a subadult Hooded Siskin. The black throat is wrong for Andean and also the pale flanks.
Andean is known in Ecuador only from the far north.
There are many claims of Andean Siskin from the same site and also elsewhere around Quito, perhaps they all refer to immature Hooded Siskins.
