Yes, you can hike up there but the bus is more convenient. Since it is a dirt road with hairpin curves all they way up. It will take around 30 minutes for that stretch that seems to be short on the image. The river is Urubamba, which snakes around behind the mountain where Huayna Picchu is located and comes back out on the left side of Machu Picchu looking from here.
