Mar 4 Lantern Festival

During the Lantern Festival, children go out at night to temples carrying paper lanterns.
It officially ends the Chinese New Year celebrations.
These lanterns below are giant paper mache lanterns made by students.

This looks like a fun festival to photograph with all of those great colors! I'm trying to figure what the light source is on the first-top picture, starting at the base of the high rise building, a water spray?
