This eagle is wet because it was raining. (Heavily!) He was soaked as was I and my equipment. Eagles get fish from the water feet first, unlike pelicans which go in head first.

This is a beautiful image. I can see that this guy's head must have dunked into some water recently (probably diving for some fish!).
