"Waterlogged"

2 hours of rain, and all the roads looked like a pond. I had to
literally wade through 1 foot of water in the car. It took me
an hour and a half to do a trip that would have normally taken 25 miniutes.
Lots of companies, lots of money, but poor infrastructure!
