Double click on Background layer, hit OK.
Duplicate.
Bottom layer (Layer 0): Expand canvas appropriately.
Fill with White.
With rectangular marquee tool, outline where
the stroke will be.
Stroke at 1 pixel, choose color.
Layer 0 Copy: Apply Layer Style, Inner Shadow.
Text Layers: As needed.
Flatten when done.
