In the 1880es the city built a whole new precinct of warehouses on the port's periphery- until the 1990es this was a "free port". Goods stored there were exempt from taxes- these were only due when they left storage. That way, traders could buy goods at a low price , store them and then sell them once the prices went up without worrying about taxes.
