Well, not really, it is an oversized stand-in outside the Rescue Service headquarters. As a non-profit NGO it solely relies on donations. Besides contributors who send money on a regular basis (like I do), there are people who bequeath money (those may get a boat named after them) or people who are fined and the judge decides it may be paid to a charity. And, last but not least, these donation boxes, shaped like a rowboat. They can be found in bars, shops, club houses and the like all across Germany- basically wherever people would not mind to part with a few coins
