do you mean that since that time, Notre Dame was like that? because, until now, most of the projects, like covered courts, covered parking, covered walkways, walls, floors, paints are either paid by PTA or the students. high tuition fees, poor teachers (low salary and inconsiderate teachers)

Some (or, most?) of the hollow blocks that were used in the construction of the gymnasium were built by the junior and senior high school students of Notre Dame of Jolo in the schoolyears (if my recollection is correct) 1956, 1957, for their vocational and physical education requirements. I was one of them!
