Is there a technique in Photoshop to make the bright spots from the flash dissappear or at least not stand out as much other than cloning?

Looks yummy.
You might try making a duplicate layer, reduce the contrast to about -10, then erase those darker areas so that the original shows through. If you set the eraser at about 80% it will allow you more leeway. When you are happy with the result, merge the layers.

In answer to your question, you may like to use the burn tool, set on highlights.
