The problem here is camera shake. Your camera selected 1/5th of a second, and nobody can hold a camera steady in their hand for that long a time. I have a feeling that your ISO was not at 400 as you think it was. It was probably at 50. A fifth of a second is a very, very long exposure time for ISO 400.

If it was really at 400, and if 1/5th of a second was the fast shutter speed you could use with the lens wide open, it is obvious that you needed to use a tripod here, or else bring a lamp closer to these statues to allow a faster hand held shutter speed.
