Do I want insurance to go away my vehicle left on the block?

"That I was with my buddy and I recently got my car like six months before and he'd to stop abruptly cuz of anything runnin out inside the highway and i wasnt focusing and that I rear-ended him. neither of us wanted to have the officers engaged cuz he had someone in his vehicle and only got his certificate that is illegal and i didnt need me insurance 2 go up http://i44.tinypic[dot]com/5obq8[dot]jpg can't link so only change the [dot] with a time. Thats a of the damage i dont think its too negative probably simply need an engine bumper that is new lamps and bumpers right? also easily did end-up going through insurance how much would it not go up about im 17 yrs old? My mother is investing in it today but she stated if i actually obtain a ticket or anything out of i gotta pay the distinction idk if itll be cheaper this way or something that i cant get
