THis bird is definitely a Coop. Immature Cooper's Hawks have distinct spots on their breasts, while Sharpie's tend to look more streaked, with the spots blending into one another, giving a messier appearance.

I have some recent photos of what I believe is a Cooper's hawk. It looks very much like this one. But I am also getting differing opinions as to whether it is a Cooper's of Sharpie.
