Forster's Tern, immature flying

Palo Alto Baylands

I'm not sure whether this is a juvenile bird, fledged early and the buff linings have worn off, or a first summer bird. More likely the latter, because (as Mike Rogers pointed out to me) this bird seems to be molting its flight feathers -- the innermost of its outer primaries looks to be partly grown in -- and a juvenile wouldn't be in molt.
