HOW MANY COPS DOES IT TAKE TO CHANGE A FLAT??

Dallas TX

Well, in Dallas, there were 4 Police cars stopped to help this guy change a flat tire. Tell me, there should be something else better for 3 out of 4 to do, right? No accident, nothing but a flat tire and it caused a backup of onlookers for at least a mile! Unbelievable!
