I've seen this individual raptor now with 8 different birders. When asked about it, all have said (paraphrasing): "It's a large buteo, with a dark head, white breast, and a dark belly-band. Looks like a typical Red-Tailed Hawk..."

But...are you sure of this I.D.? And, if so, why?
