Yes on the outer toes but not the inner. Semi's have webbing between both toes. CRPL have webbing on the outer but not the inner. The question really is does this photo show enough of the inner toes to be conclusive that there is no webbing. All the field guides do not always clearly describe this.

According to National Geo "Complete Birds of NA", semi has webbing between outer toes and Common Ringed does not. Webbing is obvious in this photo.
