Fiddling with Photoshop and Topaz
Roughly speaking, I created a mask of the dog, Topaz simplified the background, Topaz photo popped the dog, glausian blurred the background, merged layers, applied glowing edges then Photoshop liquified parts of the dog. Oh, and somewhere I may have converted to black and white via Topaz detail as well.
