All edits were done in PhotoShop CS2. What I did was crop the original photo and paste it into 4 new layers. I ran each layer through the photo filter option with the amount slider set at 100% to get the 4 colors. I then ran each layer through equalization, flattened the image, and finally ran it through the Fresco filter and added the border.
