2 sec exposure (ND8 filter) My attempt to get this effect outdoors at night failed as there wasn't enough light - so I moved to the mall (It's harder than it looks)

That probably wouldn't work, unless the people were all actors moving at your command. By the time you took the second shot, they would have all moved out of position.
Shay achieved something like that in his "Night Walking" shot. It was achieved by shooting poeple waiting at a crossing at night. They stood still for part of the shot, then moved off when the "cross now" signal went off. /Graeme Falkner

Nice shot Graeme and to me it *does* look as difficult as I'm sure it is!
I think you can achieve the "ghost" effect in post by doing the following:
1. Take a shot of a scene with fast shutter to freeze moving subjects
2. Take another shot of the same scene with slow shutter to blur moving subjects.
3. Overlay shot 2 on 1 with 50% opacity.
Kind of roundabout I guess, but it does give you more control over the outcome.
