I think it's hard for many of us to say "yes" or "no" when trying to decide if something is high key. It seems like there are many interpretations for this kind of thing and from all of the examples I've looked at in the last couple of days, they are all acceptable. For me, understanding things to this point, your image works as high key because of the eyes in the portrait. Otherwise you might be left with a straight black/white portrait (literally black and white, not the traditional grayscale). Hope this helps. ;-)

Aside from all that, I LOVE the composition and crop on this image. It's very cool. --Nancy/JoseNoway
