This must have been a student assignment. The cameraman placed his tripod in front of the fountain, then behind the fountain. Finally he kicked off his shoes and waded in.
Oh, to have a good zoom lens!

I really like the message in this photo! Sometimes I think there ought to be a book about the unusual conditions photographers encounter, getting their photos. Reminds me of the dolphin photographer, who would hang off the bow of a speeding boat with one hand, photographing with the other as the dolphins leaped and kept pace with him.
