Stacy, much as I hate to disagree with another odonate aficionado like Tom, this is a Northern Spreadwing, Lestes disjunctus. Lyre-tipped don't occur anywhere near Alaska, and finding one around Anchorage would be quite a feat. There is actually a bit more pruinosity on abdominal segment 8 than Tom thought, and there is more pruinosity on segment 2 than is normal in Lyre-tipped. The two are very similar, but I see no reason this wouldn't be the common Northern Spreadwing.

Nice shot of a male Lyre-tipped Spreadwing. The white edges on the black stigmas on the wings, and the third from the last body segment has a dark upper part, and pruinose sides. Check out the ones on bugguide, a site I use to get a lot of my id's.
