Your guess is correct. Saw one the other day in San Diego. Sat still for several minutes as well.

Since I'm not out West, I can't say for sure. If it was in Ohio, I'd definitely say it was a Coopers Hawk.

I checked Greg Lasley's site and I think you might just be right. Probably forgot his passport and can't get back into Southern California. Too many helicopters in the air?
