We met an older couple in a van, the husband, out at the edge of the road with a spotting scope, and the wife in the van with a nifty birding location guide with maps. We told them about the Rail; they told us about seeing a pair of White-Tailed Kites just a few roads over. We followed their directions, pulled up to the intersection and a Kite was in the air overhead.
