JULIE, Inc. (Joint Utility Locating Information for Excavators)
is what we have to call before digging up any of Illinois. "Finders"
from our various utility companies respond to JULIE calls by marking
where underground lines are lurking. Each color represents a different
company: electricity, gas, phone cable, etc.

These bursts of little JULIE flags are a sure sign of spring---and
that popular Illinois season that follows and precedes winter:
