As you can see reading the exif, it is a long exposure (about 12 minutes), and the picture is taken with a Nikkor AF-S 17-35 mm. Manual focus (hyperfocal).
I used a LEE GND soft 0.9 filter, to avoid burning the sky while exposing the foreground which was very dim. The wind and some street lights helped me, making that effect on the sky (actually the clouds where moving while picture was taken) and on the grass (illuminated by the street lights.

ur shot is a great shot, please please how can u do it. what lense r u use, i have nikond700 but i can,t take grate shot .
