The Town of Youngtown is located approximately
15 miles west of Phoenix and sits on the eastern bank
of the Agua Fria River, north of Olive Avenue and south
of Grand Avenue. Youngtown was Arizona's first retirement
community and residents had to be at least 55 years of age
to live in the Town. The age restriction was lifted in 1998.
The most recent census pegged Youngtown's population at
3,010 residents; but residents still average 65 years of age.

Future growth is restricted by the fact that Youngtown
is land-locked inbetween El Mirage, Peoria and Sun City.
There are 1,641 residences in the 2.5 square mile area
of Youngtown with 38% of those being rentals. The town
has no property tax. The Youngtown Police Department
was formed in 1961 as the Youngtown Marshal's Office.
Initially an officer was only on duty during the day
with another on-call during the night. As Maricopa County
began to grow, the crime and calls for service that could
be found in other suburban municipalities of the county
came to Youngtown as well. In the 1970s the department
became a 24-hour-a-day operation.
