The 6 smaller figures surrounding the 4-armed Avalokitesvara are the 6 Buddhist munis or sages, 1 for each of the 6 samsara realms/classes of (non-enlightened) beings: 1) Indra Kaushika or Indra/Sakra (white, with lute, for the deva/god realm, pride), 2) Vemacitra (green, with sword & armor, for the asura/demi-god realm, envy/jealousy), 3) Sakyamuni or Sakyasimha (yellow, with alms bowl & pilgrim's staff, for the human realm, attachment/desire), 4) Jvala-mukha-deva ("Flame-mouth"(-headed) (red, with vessel with food & drink, for the preta/hungry ghosts realm, greed/miserliness), 5) Shravasingha or Dhruvasimha or Sthirasimha ("Firm Lion") (blue, with book, for the animal realm, ignorance/delusion), 6) Dharmaraja/Yama (black, with purifying flame, for the hell realm, hatred/aversion). Indra is at the top, but I cannot with certainty identify the others. Since the basic layou is that of the Buddhist Wheel of Life, it is reasonable to assume that Dharmaraja/Yama is at the bottom, that #s 2 & 3 are the two just below Indra, & that #s 4 & 5 are the two just above Dharmaraja/Yama.
