Someone put it best yesterday at the close of a record breaking attendance of 370,000 at Jazz Fest. "You have a City of decadence and despair; a City of beautiful spots and a City with areas that will break your heart."
This section of Lakeview where the floodwall of the 17th Street Canal gave way during Katrina is a quagmire of bureaucracy at its worse. The Corps wants to take property behind the houses and not reimburse the owners. This will probably be played out in Courts for years to come and in the meantime the homeowners will have settled elsewhere and a vital group of our citizens will give their time and talent to other cities.

Not reimburse? This can be. They have the power to expropriate for a public purpose but must pay the fair market value. No sensible court would rule otherwise. The main disputes in such cases is what constitutes fair value and is the taking for a public purpose. I sure hope what you say isn’t what they are trying to do.
