This is the very western edge of Lake Pontchartrain and about 30 miles from New Orleans. It did not receive all the damage as New Orleans did; in fact, it received very little damage. Zoning laws now require that any new construction along the Lake, which is not protected by a levee system must be built so many feet above the ground and on pilings or piers so water can flow freely underneath.
The pilings in this photos may have been here for at least 70 years. People build walkways out into the Lake and if they wash away they don't replace them. This was once part of a village occupied by the first German settlers to Louisiana. A hurricane in the early 1900's wiped out the village and drowned many of its inhabitants. One of the names I remember from that village in writings about it is Schwing.
