On the night of the burn, I was walking on the Esplanade when I spied a glow stick on the ground. I went over and picked it up and quickly found it was attached to fishing line with a pole and reel at the other end. The man at the reel reeled me in. He and another grabbed both my wrists, put a glow stick on one and a hospital-type ID braclet on the other. Then they let me go, saying, "don't worry, we're catch-and-release".
