This is a Carolina Grasshopper (Dissosteira carolina), also known as Road-Dusters or Black-winged Grasshoppers. In flight, they flash their yellow-trimmed, black hindwings rapidly, then suddenly they make a sharp, 90 degree turn, snap their wings closed, and drop to the ground, where they proceed to crawl a short distance. The rapid flashes of sharply contrasting colors and bouncy, irratic flight, create a retinal scar, which gives any would-be predator the impression that the grasshopper has flown farther than it really has.
