Bald-faced Hornet

Dolichovespula maculata

I discovered this hornet lying in a small puddle of water. Not sure why it couldn't get itself out as there seemed to be plenty of things for it to grab onto. Sorry to say I did not want to tangle with it and elected to let it sort things out on its own.

Nice shot! It probably had a parasite or something and was doomed.
