Reply to Marvin,
When you make a turn using a dolly without the steerable wheels, the dolly wheels will move backwards into the side of the towed vehicle. Dolly's with the steerable wheels always stay parallel with the towed vehicle. Very little chance of the dolly wheels coming in contact with the doors/rocker panels of the towed vehicle. I love this dolly, especially after I installed electric brakes on it.

Since the trailer moves side to side about the ball hitch, why does the dolly need steerable wheels?
