I looked at this image for a while! My conclusion is that it's a composite of the foreground Opera House with a separate background of the city buildings.
By the look of it, the vertical 'plane of reflection' for the foreground layer is different to that of the background. For me, this spoils the effect.
The sign on the (Marriott ?) hotel has not been 'reflected'. Overall, a shame, as there must have been a lot of work and effort put into the image.
